OSHA Reworks PSM Enforcement Guide, Drawing On Interpretive Letters

Without a public announcement, OSHA has updated its nearly 30-year-old enforcement handbook for the process safety management (PSM) standard, adding dozens of interpretations the agency previously set out in responses to stakeholders’ letters questioning various aspects of the rule’s meaning or application. The new handbook was quietly posted Jan. 26 to OSHA’s online list of enforcement directives, replacing an internal guide for compliance staff that had last been updated in late 1994 -- just two years after the PSM rule...
